(li) Qualifications:-

(a) Technical.

i. At an examination held locally on 9th Feb- ruary, 1933, five Inspectors were recom- mended for the Royal Sanitary Institute certificates as Sanitary Inspectors. Every Inspector (with the exception of four re- cently joined men) now holds this certifi-

cate.

ii. On the same date, six Inspectors (out of seven entrants) were recommended for the Royal Sanitary Institute certificate in Sanitary Science. Including these six, twenty-one Inspectors now hold this certi- ficate.

iii. Five Inspectors hold the Royal Sanitary Institute certificate and two the certificate of the Liverpool University School of Hygiene as Inspectors of Meat and Other Foods.

(b) Linguistic.

With four exceptions, all Inspectors possess the 1st certificate in Cantonese collo- quial; and with three exceptions (exclusive of four newly joined men) all hold the 2nd certi- ficate. Eight hold the 3rd and one holds the 4th.

ADMINISTRATION.

The administrative machinery was unchanged:

4. Preliminary arrangements were made for the gradual dilution of the Inspectorate by Asiatic Sanitary Inspectors, and classes of instruction instituted.

REVENUE AND EXPENDITURE,

5. Table I shows the comparative statement of the Depart- ment's expenditure for the years 1932 and 1983.

6. Table II shows under the various heads the revenue collected by the Department during 1933 compared with 1932; and also the revenue paid into the Treasury in respect of con- tracts.

7. New conservancy contracts for a period of 5 years in respect of Victoria and Kowloon from 1st February were signed, the sum payable being $1,200.00 per month for Victoria and $650.00 per month for Kowloon. Due to special circumstances these payments were reduced to $650.00 per month and $325.00 per month respectively, from the month of August to the end of the year

8. A new contract for the removal of nightsoil from Shau- kiwan for 3 years from 1st January was also signed, the sum payable monthly to revenue being $215.00. This sum was also reduced, in respect of the months of August to December, to $60.00.

Table III gives the comparative statement of revenue and expenditure for the last ten years.

REFUSE COLLECTION AND REFUSE REMOVAL.

10. Equipment. The department has at its disposal for refuse collection and removal 21 motor lorries, of which 13 are employed in Hong Kong and 8 in Kowloon, 2 towing tugs, 1 steam lighter, 7 deep draft and light draft lighters, and 5 sail- ing junks.

(During the latter part of the year two old refuse lorries were converted into water wagons, leaving a total of 19 lorries. 12 of which were employed in Hong Kong and 7 in Kowloon).

Collection. There were collected and delivered to Depots :-

(i) from City of Victoria, including Hill

District and outlying residences

(all of which were collected by motor lorries, except 907.96 tons at Aberdeen and 1,958 tons at Shaukiwan, which were collected by hand carts).

(ii) from

Kowloon including Kowloon Tong and Kowloon City

(all of which were collected by motor lorries except 3,117 tons which were collected by hand carts in Kowloon).

In addition some 2,165.06 tons of refuse were collected in rural districts (including Aplichau and Shaukiwan) and burnt in incinerator.
